4. Implementation of the Freedom of Information Act 2000
The Freedom of Information Act (FOIA) passed by Parliament in November 2000 requires government departments and other publicly-funded organisations to make freely available to the public a range of information about that organisation, including information that might previously have been considered confidential. Regardless of any nationality, residents in any country may request this information.
The Act is part of the "open government" initiative and individuals' rights will come fully into force on 1st January 2005. In preparation for full implementation, the first wave of public bodies must present a "publication scheme" by 30th November 2002.
5. The Organisation
BACEE is a small, non-profit-making organisation. It was set up in 1967 by a Memorandum and Articles of Association and is registered as a Company Limited by Guarantee. It is part-funded by the Foreign & Commonwealth Office and obtains its other revenue as project funding and membership subscriptions. It is entirely project-based. It does not undertake or commission research, make policy or award contracts. It has no committees or working groups. It offers no services to the general public.
BACEE holds no information other than that which relates to its projects or its own management.
6. Publication scheme
A publication scheme details types of information public bodies make routinely available to the public. The scheme can be a structured list, like a library catalogue. You can use the scheme to identify documents you wish to see.
BACEE already publishes a good deal of information about its activities, both as a paper document and on its website, and is committed to keeping its members and others interested in Central and Eastern Europe informed about its work. The website is regularly updated and expanded.

The New Serbia Forum (1999-2000)
In December 1999, the New Serbia Forum, a joint British/Serbian initiative, was established under BACEE's aegis. The aim of the Forum was to give key participants in Serbian civil society the opportunity to discuss the policies which would be necessary in a future democratic Serbia, including the reconstruction of a stable economy and the re-integration of Yugoslavia into the European family.
Between December 1999 and October 2000, the Forum met regularly in Budapest. Since the end of the Milosevic regime in September 2000, meetings have been held in Belgrade and study visits in the UK.
BACEE has published reports from the New Serbia Forum meetings held from 1999 to 2000 both electronically and in printed form.
Most of this information is already published on our website, which is linked to the New Serbia Forum website.
BACEE also publishes a twice-yearly Newsletter. Newsletters from 2000 are available on the Association's website. Newsletters have a limited print-run, but previous issues may be available in hard copy.
Information not published on the website may be available electronically, but can always be provided as a paper document.
Copies of our Newsletter and the Annual Report and Accounts are lodged in the Library of the House of Commons.
Where certain parts of a documents are exempt from publication under the terms of the FOIA, they will be omitted from the published document. The omissions will be clearly indicated in the text.

Information published by the British Association for Central and Eastern Europe, whether on its website or in print, is the copyright of the Association. You may make copies for your own research and information, but if you wish to reproduce that information in any publication or for any commercial purpose, permission must first be obtained from the Association.

If we hold the information, and exemptions do not apply, we are obliged to provide it.
Your request will be dealt with as quickly as possible, but in any case, within 20 days.

Please define the scope of information required as clearly as possible.
11. Fees
Information on our website will be available free of charge. However, we reserve the right to charge a fee for providing hard copies or multiple copies of information.
12. What to do if you are dissatisfied
If you are not satisfied with the response to your request, or the way in which it was handled, you may ask the Director of BACEE at the above address for a review.
